You stretch it and the result is that your ligaments become longer.
Grip firmly around or just under the head/glans.
Firmly pull it directly away from your body so it's pointing directly in front of you.

Perform the standard Jelq.
This is making an OK gesture with your hand and you grip around the base of your penis - making a ring shape.
This needs to be tightened to cut of the blood flow.
Then you pull up, maintaining that tight grip, from the base to the tip.
That movement (the milking action from the base to the head of your penis) should take 3-4 seconds.
Stop just before the head and maintain your tight grip.
