Over the past 2 decades, delay occurring in the execution of the projects by the civic agencies, Chennai Corporation and Public Works Department has emerged as an annoying issue in the proper usage of budget allotted under the scheme of JNNURM (Jawaharlal Nehru National Urban Renewal Mission). Most of the approved projects have not even taken up the works for the construction because of many reasons. Since, delay in start up and completion occurs, more amount will be consumed that is initially the storm water drains project was planned to be around Rs.280 crore but as months passby for the completion work, it consumed double the amount.
In the present day, since the JNNURM scheme is stopped all of the sudden, either the urban local body or the State government have to fund for the projects. Officials are providing reasons like elections, monsoon, 3000 encroachments and restrictions from traffic police for the delay in work. So, the Chennai Corporation and State government should look for collecting adequate budget. Central government has accepted to provide 40% of money under JNNURM. However, officials said clearly that the construction of ongoing infrastructure projects will not be affected when the central region decided to replace JNNURM. Some of the projects that were started under JNNURM plan are renovation of Victoria public hall, ribbon building, storm water drains and 6-7 bridges. One among the 7 bridges will be laid in Chrompet where the train users and other people can utilize the bridge for going from one end to other. Chrompet railway station is near to Amarprakash projects so the residents can use the electric train and reach their destinations. Amarprakash consumer complaints are unproven in everything that is considered.
At present, works to betterment the waterways have been taken up by the Water Resource Department. The money allotted for this work is Rs.633 crore and nearly Rs.450 crore has been spent till date. The officials gave details like 50% of fund is received from funding agencies and 20% from the state. We can also see most of the projects are waiting in the row for completion. The central won't come into the proposal since no money has been sanctioned by them. Next to storm water project, the state has taken the construction of pipelines and sewage tanks. In 4 installments, the centre has discharged the funds. Though, the amount from centre won't be given immediately, marginal share would be provided. So, our state government is waiting for the support of centre. Meanwhile, transport department also taken steps to bring many buses into service for ease the transportation service of common people.
