People's Survival Fund Addresses Climate Change

Lately, flash floods and landslides had struck the Bicol area, and some parts in Visayas and Mindanao.   Now, it also appears heavy rains that caused this natural catastrophe portends in parts of Quezon province in Southern Luzon as told by weather analysts.

Still, a cold front's diffused tail-end that causes heavy rains is affecting the weather in Southern Luzon, Visayas and Mindanao, stated by The Philippine Atmospheric Geophysical and Astronomical Services Administration (PAGASA).

Precautionary measures must be taken by residents of Quezon, Bicol and Eastern Visayas.  The strong northeast monsoon and diffused tail-end of a cold front is apparently powerful as articulated by Manny Mendoza, PAGASA forecaster told in an interview at dzBB radio.

The damage to property broke the P1-billion mark and the death toll rose up to at least 42 people in the last two weeks.

The future preventive measure aims to put up a rewards fund for LGUs actively setting up local adaptation programs.

Nathaniel Servando, the deputy administrator of PAGASA had implicated that the flash floods in Mindanao and Bicol  which had caused landslides in Leyte was brought about by the abnormal weather owed to climate change.

"Communities must be properly equipped and prepared to help themselves in order to respond to the disasters brought about by this phenomenon. It must also put forward a climate change adaptation strategy, which must be properly funded," as retold by Tañada.

Republic Act No. 9729 known as the Climate Change Act of 2009 created the Climate Change Commission (CCC) is amended by this bill.

The main task and purpose of CCC is to direct the country in responding to the mounting difficulty and occurrence of calamities due to global warming.

The CCC acts as a project implementing body which exercises coordinative, capacity-building and consultative leadership roles.

Subsidies and funds would come in from foreign aid in addition to private and public sources, the lawmaker said.

The amendment of the bill is pending under the Committee on Ecology chaired by Rep.  Danilo Ramon S. Fernandez since October 2010.

Senate Bill No. 2558 created by Senate President Juan Ponce Enrile related to the said measure is being undertaken in the upper chamber.

Similarly, True Green Energy Group (TGEG) addresses climate change through biosphere technology, a waste to energy system that will be using biosphere MK-V and Material Recycling Facilities and help reduce greenhouse gas emissions through landfill waste management contracts for 25 years.
