- The Teenage Mutant Ninja Turtles are a cartoon franchise of mutant turtles, and there are a number of ways to create a cute mutant costume in this theme. You can purchase a premade turtle costume at the store or make your own. A turtle shell can be made by sculpting newspaper together and painting it green, and you can wear all green clothing and paint your face.
