The sharpness is important to give a clean and neat cut which will allow the rose to quickly recover from the pruning and continue growing and producing.
The cleanliness of the tool is also important as this will allow the tool to work correctly without any disruption from dirt or small pieces of plant that might be trapped in its blades.
It may be more important to under prune rather than over prune.
If you over prune, you are not allowing the plant to have the opportunity to grow and produce blooms that is necessary to maintain its health.
