Dubai is a Muslim city and wearing skirt and other daring clothes is not acceptable. Inside the Hotel premises you can wear swim wear and drink but on public places you are advised to wear formal or conservative clothes.

Carry a light shawl to cover yourself when going to public places, like public markets and malls it will not only protect you from the sun but it will also protect you from unwanted attention from the locals. Although Dubai's population is 60% foreigners everyone has to respect their culture.
Wear comfortable clothes, not showy and not too formal.
Do not interrupt men talking to each, even if Dubai is the most liberated part of UAE it is still considered disrespectful for women to join or interrupt men's conversation. Wait for a hand gesture.
And also it is a good thing to know that affectionate actions are not acceptable in Dubai public places.
