Although this question is heard by men more often than women, it still has no boundaries for either of the sexes. Girls do get the "Let's just be friends" phrase as well. This is a very common phrase, yet individuals are still frozen and left confused after hearing it.
Let's just be friends, what does it mean?
Generally speaking, it doesn't mean:
"Let's just be friends"
LJBF actually means:
"I want to keep you on the side, see if anyone is providing a better offer and if I get hurt I'll come back to you temporarily. Oh and I'll use you if ever I'm bored. Feel free to adjust your schedule around me but don't expect me to return the favor in any way."
Women are experts in this field but it does go both ways. You will get a phone call from your great new "friend" soon. They'll ask you to "hang out" if they are lonely and bored. You'll have a great time paying for their movie ticket or meal. You'll be glad to pay since you'll be running on hope of a future relationship. When you feel lonely however, you call them up and they're usually busy doing something else. Not a balanced relationship if you ask me.
We could be friends
She just wants to be friends, give me a break. It isn't completely impossible for an ex-girlfriend (or ex-boyfriend) to be a friend but it's very rare.
A lot of people trick themselves into thinking their ex will come back to them if they remain friends. Wrong! You are living a lie if you honestly believe this. If you have serious feelings towards your ex while they just want to remain friends, the worst thing you can do is accept their offer. Not only will you remain emotionally attached to this person, but this emotional attachment will make it very difficult to move on. A great person might pass you by because you didn't give them a chance due to the hope of one day being back with your ex.

Say:
"Sure, will you hook me up with some of your single friends?"
If the answer is anything but yes, you'll know that this person is not a true friend. A true friend is there when you need them, just like you're there when they need you. To have a true friend you have to be a true friend. Friendship is not one-sided, it's a balanced relationship. That's what real friendship is all about.
If the answer is anything but yes, simply reply:
"Forget it, we can't be friends"
