- 1). Purchase 4 to 6 yards of tulle, which is a type of sheer, lightweight netting. Choose one color for a solid tutu, or make the tutu from three or four different colors. Four yards is plenty for a small child, but an adult-sized tutu may require up to 6 yards, depending on the desired fullness.
- 2). Take a waist measurement using a tape measure. Use the measurement to cut a piece of elastic for the waistband. If you don’t have a tape measure, use a piece of string. Cut the elastic the same length as the string.
- 3). Stitch the ends of the elastic together securely, using a needle and thread.
- 4). Cut the tulle, going across the full width of the fabric, into strips measuring about 5 to 6 inches across. Cutting is easier if you fold or roll the tulle first. Exact measurements aren't required.
- 5). Stretch the elastic around the back of a kitchen chair. If the tutu is for a very small child, you may need to stretch the elastic around something smaller, such as a large book or notebook.
- 6). Fold one tulle strip in half. Hold the fold of the tulle strip with your left hand. Place the fold under the elastic, then use your right hand to pull the cut ends through the fold. Pull the tulle strip so it's snug.
- 7). Continue until the elastic is covered with knots. If you're using more than one color, alternate the colors.
- 8). Try on the tutu. Add more tulle strips if you prefer a fuller tutu.
- 9). Trim the ends of the tulle so the bottom of the tutu is even.
