- 1). Measure the child's waist. Cut a length of 3/4-inch-wide elastic that is as long as the waist measurement.
- 2). Bring the ends of the elastic together so they overlap by an inch. Sew the ends together with two parallel lines that run the width of the elastic. Sew one line 1/4 of an inch from the edge of one end and the other 1/8 of an inch from the edge of the other end.
- 3). Cut your 10 yards of tulle into 4-inch-by-24-inch-long strips. You may use all 10 yards of one color of tulle, or use 10 yards of tulle in different colors. For instance, you could use 5 yards in one color and 5 yards in another, or 2 yards each of five different colors.
- 4). Stack three tulle strips so they are lined up. Fold the stack in half short end to short end. Thread the folded end of the stack through the inside of the elastic waistband. Thread the cut ends of the folded stack through the looped end, so the elastic band in caught in the center. Pull the cut ends until the tulle is tightened down on the band.
- 5). Continue stacking, folding and threading tulle all the way around the elastic band to create a full tutu.
